Volkswagen is facing several investigations in the US, including a criminal investigation by the Department of Justice, after it was revealed that the car company effectively lied about the emissions of its vehicles.
New York Attorney General Eric Schneiderman said he would collaborate with others states to enforce both US consumer and environmental law.
The US Department of Justice has the power to impose severe punishments upon Volkswagen as a company and individuals within the business.
"No company should be allowed to evade our environmental laws or promise consumers a fake bill of goods," Mr Schneiderman said in a statement.
It is estimated 11 million Volkswagen vehicles are involved in the scandal, and the German manufacturer has already set aside €6.5 billion to cover legal costs.
