Fracking should not go ahead at two proposed sites in Lancashire, according to a report.
The report by Lancashire County Council recommends that councillors reject an application from energy firm Cuadrilla to start fracking for shale gas at Little Plumpton and Roseacre Wood.
Cuadrilla's bid is the first since tests that were carried out near Blackpool were found to be the "likely cause" of tremors.
The report said the application for Little Plumpton should be rejected due to concerns over "unnecessarily and unacceptably" noise for local residents.
It said allowing the Roseacre Wood application would cause an increase in heavy traffic on rural roads, which would reduce road safety.
A 2012 government report found that fracking was safe if monitored properly.
